The information of Vadim Nozdrya, the Head of Ukrspetsexport, on the priority of military and technical cooperation with private Turkish companies in the field of aircraft engine building in the context of a violation of the rights of private Chinese investors of PJSC Motor Sich is an example of double standards and an indicator of Ukraine’s unreliability as a partner in international relations.
It was stated by Pavel Rozenko, the former Vice Prime Minister of Ukraine, commenting on the recent interview with Vadim Nozdria, the Head of Ukrspetsexport, to lb.ua media service. The media mentioned it in connection with Zelenskyi’s visit to Turkey.
As it is known, the Ukrainian authorities have been blocking the deal of Chinese investors to purchase the aircraft building PJSC Motor Sich since 2016. The arrest of shares imposed by the court on the initiative of the SSU does not allow the new owners to take part in the management and production modernization. Chinese investors called these actions of the Ukrainian authorities to be a state raiding. They estimated their damage from expropriated investments and lost income at $3.5 billion. Now they have hired a famous American law firm and go to international arbitration with strong chances of winning.
The SSU initially called the risks of a possible transfer of technologies in the field of aircraft engine building to the PRC to be one of the reasons for the suspension of a private commercial transaction. ‘A fantastic story. As we can see from the statements of Mr Nozdrya, as well as from the delegation that went with Zelenskyi to Turkey, the Ukrainian government allows and welcomes the transfer of aircraft technology to this country, which is very active in the arms market and trouble spots of the planet. And it is not about ancient Soviet technological solutions, but about the latest know-how for drones.
And not about some supernumerary state enterprise, but about ZMBDB “Ivchenko-Progress” owning patents for developments that are used by PJSC Motor Sich. That is, the state design bureau can transfer technology to the Turks – let us note, to a private Turkish company. And the Chinese investors in Motor Sich cannot start developing an enterprise that has no patents at all, because “Ivchenko-Progress” has all the intellectual property rights. Maybe the Ukrainian government intentionally does not let foreign investors into Motor Sich to get something out of it as before?’ Pavel Rozenko wonders.
Let us recall that in his interview, Vadim Nozdrya, the General Director of Ukrspetsexport, spoke about possible cooperation in the development and creation of joint ventures in the field of aircraft engine building between Ukraine, ZMBDB “Ivchenko-Progress” and the private Turkish company Baykar Makina. In particular, we can talk about the participation of Turkish companies in the development of engines for cruise missiles – the Turkish side is interested in a whole line of engines ZMBDB “Ivchenko-Progress” and JSC Motor Sich for use on its latest aircraft platforms. ZMBDB “Ivchenko-Progress” directly supplies turboprop AI-450S engines for the new Turkish strategic drone Akinci.
‘What kind of equality of investors before the Ukrainian law are we talking about? What is permissible for Jupiter may not be permissible for a bull? But equality is one of the key provisions of the bilateral Agreement on the Protection of Investments between Ukraine and China, and the Chinese investors of Motor Sich are telling the whole world about the violation. The state directly recognizes double standards and unequal treatment of partners from different countries out of the mouth of Nozdrya! Surprisingly, our ambassador to China has not been summoned anywhere, and the end to serious bilateral relations and some kind of contacts at the highest level was not put yet,’ says Pavel Rozenko.
Earlier, President of Ukraine Volodymyr Zelenskyi spoke in favour of deepening political, cultural and economic Ukrainian-Chinese cooperation, as well as expanding partnerships in mutual trade in an interview with the Xinhua news agency. For this purpose, as President Zelenskyi said, a meeting of the intergovernmental Ukrainian-Chinese commission is being prepared. He also expressed hope for a meeting with Xi Jinping, the Head of the People's Republic of China.
