In the conditions of blocking access to the enterprise to the Chinese investors of Motor Sich, the anticipations for the implementation of any previously declared large-scale joint projects of Ukraine and the People’s Republic of China are very uncertain. It was stated by a source in the Ministry of Infrastructure.
‘Krikliy’s office is concerned about the fate of agreements being prepared for signing on the Great Ring Road in Kyiv, other projects of the ‘Velyke Budivnytstvo’, ‘Ukrzaliznytsia’ and others. They keep a close watch on everything related to the statement of the Chinese shareholders of Motor Sich concerning their firm intention to collect $3,5 billion from Ukraine in the international arbitration for the inability to run the enterprise. And they understand that this situation has an extremely negative effect on cooperation with China in all areas under the jurisdiction of the ministry. And that signing, let alone the implementation of any documents, will be extremely questionable,' anonymous source in the Ministry commented on the situation.
Experts agree with such concerns about the implementation of all previously reached preliminary agreements.
‘There are two options for the development of the events. Any agreements, contracts, memorandums will either not be signed or will not be fulfilled. Of course, China will not sign cause it is difficult to trust the government of a country where businessmen of your country have been storming the walls of their own assets for three years and, as a result, go to the international court to recover their multi-billion dollar losses. And if someone, having lost the focus of attention for a minute or for some subtle diplomatic reasons, and puts a signature, this will not go further. Because no one will invest and work with a country that has just skillfully forwarded your fellow countrymen,’ said Vladimir Tsibulko, a political expert.
Let us recall that earlier the Ministry of Infrastructure of Ukraine declared about their plans to sign an agreement with the relevant bodies of the PRC concerning the construction of the M-22 road on the bypass section of Kremenchuk with a bridge over the Dnipro river, the Great Ring Road around Kyiv and the road M-14 Odesa-Mykolaiv-Kherson.
Besides, the Memorandum of Understanding and Cooperation signed this summer with the Chinese company China Railway 14th Bureau Group (CRCC14) is expected to be implemented, and they also discussed the prospects for joint development of river infrastructure before the latest events at Motor Sich.
As it is known, the Chinese investors of PJSC Motor Sich have addressed 423 Deputies of the Verkhovna Rada of Ukraine and several parliamentary committees with a letter in which they recall the interstate Agreement on the protection of the investment rights and substantiate their intention to collect $3.5 billion from Ukraine in the international arbitration court.
In the text of the document, Ukraine’s actions are regarded as an attempt to expropriate investments and state raiding. Also, official claims documents were submitted to the Ministry of Justice on September 4 this year, where the Chinese side invites the Ukrainian government to come to the negotiating table to resolve the situation.
